Welcome Message Distinguished Colleagues,

This year we are very fortunate to have the opportunity to hold the ICDE Standing Conference of Presidents (SCOP) in the place where it all started 20 years ago, Lisbon, Portugal. To commemorate its 25th inauguration, the Universidade Aberta (UAb) will be co-hosting SCOP 2013 with the European Distance and E-learning Network (EDEN). On behalf of The International Council for Open and Distance Education (ICDE), I am pleased to invite to come and join us in the 2013 ICDE SCOP and Policy Forum, to take place from 27-30 November, 2013.

The 2013 SCOP meeting is entitled Leadership in the Time of Openness: Sustainable visions, Innovative Strategies and Creative business models. With the increasing demand for quality education, the rapid advancement in ICT, and the wave of the open educational resources (OER) movement , leaders of education providers are faced with new challenges to maintain their competitive edge in the ever changing global enviroment. This event will provide an opportunity for the sharing and exchanges of successfull strategies as well as establishing new cooperative actions.

An in-camera meeting for presidents of ICDE member institutions will be held along with sessions for dialogues and discussions. The Policy Forum will present views of some of the experts in the field of open and distance learning (ODL) as well as flexible learning. It is hoped that during the parallel sessions of the forum, new strategies, inititatives and actions will arise and inspire the leaders to implement them in their respectives institutions.

The SCOP 2013 is one of the important events held by ICDE to facilitate member institutions in their pursuit of quality ODL provision and one which we should all attend. I look forward to welcome you to Lisbon, Portugal in November 2013.
